Welcome to Redistricting 101. Think you can draw a better map than a legislator? We think so, and that’s why we are glad to join with the Public Mapping Project to give you the chance to draw Minnesota.

Redistricting is integral to our democracy. In Minnesota, the legislature has a long history of failing to develop maps that people can agree on. At no time in the last 60 years, has the legislature and governor reached an agreement on the maps, and this year was more of the same.

We believe the process needs to be taken out of the hands of our officials and put in the hands of the voters. For too many years, redistricting has given legislators the opportunity to choose their voters by drawing partisan maps. Voters should choose their representatives, not the other way around.

The communities that we live in share some common interests; interests that we don’t necessarily share with other communities across the state. Our culture and beliefs need a voice at the capitol both here and in DC, and without a say in how our communities are apportioned, we could lose that.

That is why we encourage you join us in drawing our Minnesota, and are pleased to share this great tool with you. We’ll have you drawing maps in no time.

There are four steps to creating legislative and congressional plans using District Builder.

 

Step 1: Plan

In Step 1, simply use the dropdown menu to select which body you wish to draw plans for; State house, State senate, or congressional.

You can then either start with a blank map, or edit the current maps adopted during the last redistricting process.

After you select one, the menu on the right hand side of the screen will allow you to enter a description and name your plan. Choose a name that is descriptive and unique.

Drawing new legislative boundaries takes time. The legislature is given the better part of 4 months to gather data, receive public input, and develop their maps. You probably won’t finish a map in your first sitting, so district builder allows you to access your maps-in-progress by clicking on the tab “My Plans” on the left-hand side of the interface.

Once you’ve named your map, click “Start Drawing” and let the redistricting begin!

Step 2: Draw

Now things get a little more complicated. First notice the toolbar on top with three-dropdown menus. These have a number of different selectable parameters that will help you visualize census data and evaluation of the districts you are drawing. Take a few minutes to play around with these. [Once we see the Minnesota tool, add more specific text here] Notice how the map and map legend change when different parameters are selected.

Just below the dropdown menus are the orientation and zoom controls. Use these to navigate around the map. The default mode allows you to simply view the map and statistics associated with the dropdown menus. A blue button on the right side of the toolbar allows you to toggle between “Edit Map” mode and “Map View.”

Once you are ready to start building your map switch to “Edit Map” mode and note the change in the toolbar on top. Moving your cursor over the tool will tell you what each does.

MAP TOOLS

The Hand allows you to drag the map to move to your desired location. The I will give you demographic information of the currently selected feature. The D will tell you what district you are currently working in, this can be particularly useful when you are zoomed all the way in to the map. The Lock will allow you to lock a district so that it cannot be edited. Once minority-majority districts are created, it often helps to lock them to ensure they don’t get accidentally edited.

SELECTING TOOLS

The Cursor Arrow allows you to select one single geographic area. The Rectangle will allow you to drag out a rectangle to select several geographic areas. The Polygon lets you draw a freehand polygon and all areas touching the line drawn will be selected. Once an area is highlighted it becomes active and can be used with one of these “Assigning Tools” to be put into the district of your choice.

ASSIGNING TOOLS

When you select The Anchor Tool you must also select a district choice from the dropdown menu next to it. The Anchor tool will allow you to repeatedly assign different areas to the same district. The other assigning tool, we’ll call it The Arrow Folder, allows you to drag the selected areas into the district of your choice.

These two groups of tools make up the tools you use to make physical changes to the redistricting map.

 

Step 3: Evaluate

This step is very. Simply select the statistics you wish to include in your report from the choices provided and click “Create and Preview Report.” As with the District Builder application, an awful lot of information needs to be crunched and this process can take 5-10 minutes.

 

Step 4: Share

Sharing your plan isn’t required; if you would not like to share your plan simply skip this step. Others may see shared plans, but they are not editable by others; they’ll simply start where you left off and will have to choose a new name for their version.

Downloading your file takes a bit of time to prepare, about as long as creating a report. You can navigate away and, the next time you log in, you’ll see a download link under “My Plans”.

Recommendation: If you’re working collaboratively with others on a plan and want their edits before it goes public; download your plan, email them a copy, and have that person upload it and name it with a version number (i.e. “My Plan v2”). This allows you to collaborate without making your draft plan public.
